whenever there is a draft pick, are lanes decided by whoever calls it first or by pick order?

The pick order vs. call order debate was silenced when Riot backed the pick order side.
Pick order officially. Although only a fool doesn't communicate with his teammates to find the best positions. If you force a guy to play in a position he is not as good in, your entire team suffers. Suddenly the fact that you got top lane no longer matters.
Pick order kind of has to take presidence over call order. How are you going to stop someone who's first pick who takes mid, when you called it first while you're third pick? Pick order just makes sense. I mean, you could probably leave the game if you don't get what you called, but I'm sure that if you're willing to do it when the role you called first is taken, then you probably would have done it anyway if you didn't get your role...
And that "you" isn't meant to be an attack on the OP; I have no idea what you're like as a player. lol.
