Team builder gripe

So I enter a team builder as the last person into the group and ready up immediately. The other 4 participants have also readied up, but the leader has not hit the 'start' button yet. Language and sentiments which were quite disagreeable to me began to be said in the chat box, so I opt to leave the group without saying anything. By all appearances this is a toxic premade, and I'd rather not go forward.

In any event I'm greeted with the message that leaving this party (even though we were not in queue yet) may result in penalties. Oh goody.

No worries, I tell myself. This is the first time I've had cause to do this, so I probably won't trigger any penalties.

I wait 3 or 4 minutes to ensure that I don't get but back into the same group, and, what do you know, I'm put back in the exact same group that I just left. Do you think it would be too much trouble to prevent this from happening from either side? Either prevent people in queue from joining groups they have already said 'no' to, or to do something about premades that just (apparently this is a thing?) sit in TB queue as 4 and verbally assault those who join their groups?
