She came out years before some of the champions that have already been updated. Since she was scheduled for her update Ryze managed to receive two major updates. What's up with that?

The reason for this is that Ryze was originally supposed to get one big update that would update his visuals and his gameplay,they then decided to scrap the visual update and only ship the gameplay one. When that gameplay update turned out to be a failure,they went back to give him a VGU,since they still had some stuff left from his previous visual update attempt. This allowed them to do Ryze in less than half the time that is normally required for a full VGU(note he took ~3 months to do,compare that to the upcoming warwick rework that will likely come out within the first 2 months of 2018,in which case it will have been in the works for 6-7 months)
