Camille's main influence is making sure that Zaun and Piltover continue to exist in their current state, with neither side gaining too much influence over the other. She would have no problem in killing Jinx if she thought that Jinx would be upsetting this balance.

However naturally, Jinx is still at large, so either Camille is not very good at her job, or she doesn't consider Jinx to be that much of a threat. Camille doesn't care about some short-term chaos so long as the overall balance of power remains the same, so Jinx might be beneath her notice. Given that Noxus is preparing to invade, and that Urgot is dragging Zaun into anarchy, Camille probably doesn't consider stopping Jinx to be a high priority.

Viktor and Jayce don't really do much. They're both engineers and inventors, working on their own projects and mostly keeping to themselves. Viktor has a pretty lofty vision about how to improve society through augmentation, but he's not trying to force this vision on anyone. He's patient.
