Some champions aren't played for their looks or concept (e.g. Gragas) and hence may not be worth the investment.

Singed got a VU about the same time as Sion got a VGU. Gragas could use a VU.

LIteraly everyone else needs a VGU.

Wasn't singed more of texture update than a vu? I mean the only two champ that fell under the VU catergory was Shen and Fiora and they both kinda felt like cheap vgu's

Nope, Singed is actually a whole new model and texture on the same rig skeleton. A former Rioter sculpted it in zBrush as a demo piece at one of Riot's seminar panels. It was never meant to be a VU for Singed, but it was an updated look that was technically done on a rioter's spare time, so they liked it enough to ship it a couple months later.

Varus doesn't need an update either model-wise or animations-wise... he was made from 2013 and after, and Singed already got a visual update

Kass and Singed GOT VUs back before they were discontinued.

Varus doesn't need one.

Riot stopped doing them cause most people don't even notice the VU side without the gameplay side. So they get more from a VGU then they did a VU.
