Is Omega Squad Veigar a 'good-guy' ?
this seems like a very good idea to have a version of veigar who's working together with the yordles instead of against them

Well he does seem to work alongside the other yordles(they are called omega squad,because they are a team).
But that doesn't mean he is good.
Even bad people can sometimes be on the side of good.(if the omega squad team even was on the side of good)
Most skin lines are supposed to be parallel universes, and considering post-mental breakdown teemo is in the splash, its very possible Omega Squad Veigar is a "Good Guy".
Who says that the Omega Squad is "Good"?
