With a rough estimate, when will Pulsefire Caitlyn be on discount?

This sales are know as early sales and happens usually 6 to 8 months after the skin is released. At the end of the month we always get the list for sales for next month and there also stated the early sales. Considere PF Cait was released in March, the earliest date would be in November.

This early sales works for all skin, not only legendary and it will always reduce it to the next lower price class (3250 to 2450, 1820 to 1350, 1350 to 975, 975 to 750 and 750 to 520).
