Well, some of those can't be unmasked, because the mask is literally their face or they don't have a face.

Pantheon depending on what Riot does with him, he may be better off not having skins that show his face (not that it can't be revealed otherwise). Shaco pretty sure that mask is his face or in other words there might be nothing underneath. Jhin imo revealing his face would take away from Jhin's character. Zed I like to roll with theory that Zed has already become a 'living shadow' (pun intended) but same as Panth would still like if it were revealed, even if it's not as a skin.

Eh, somewhere around Jhin release was a lore bit where Zed met Shen in a town (probably) without masks. I don't think that'd be easy if you were a living Shadow

I think the reason Riot hasn't come out with any more Unmasked skins is because the thematic isn't really all that satisfying. The entire premise of the skin line is "x champion's base skin without a helmet/mask" which isn't all that exciting compared to other skins.

That doesn't mean we couldn't have skins where masked champions lose their helmets though. IMO, there's a lot of potential for a "Casual" skin line where each champion is not only maskless but also dressed in regular clothing, rather than their standard suit of armor or what have you. That way, there's a bit of customization and uniqueness to each skin (because each champion would wear different outfits), but also have their beautiful faces up on display for everyone to see ;)
