I think the reason Riot hasn't come out with any more Unmasked skins is because the thematic isn't really all that satisfying. The entire premise of the skin line is "x champion's base skin without a helmet/mask" which isn't all that exciting compared to other skins.

That doesn't mean we couldn't have skins where masked champions lose their helmets though. IMO, there's a lot of potential for a "Casual" skin line where each champion is not only maskless but also dressed in regular clothing, rather than their standard suit of armor or what have you. That way, there's a bit of customization and uniqueness to each skin (because each champion would wear different outfits), but also have their beautiful faces up on display for everyone to see ;)
