Why do we get punished on Chomas for legacy skins?

So a year ago I bought Heartpiercer Fiora with intent to get the chromas later, usually I like to see if I like a skin before I get the Chroma bundle (would I play using this skin more than 10 times?) little did I know when the Skin goes off sale the Chromas also go off sale. So despite owning the skin I could not buy the Chromas by the time I wanted to.

So I patiently waited for a year and today Heartpiercer Fiora is finally available again, as well as her Chromas; However!: Her Chroma bundle is not available, only the invidual chromas, meaning her Ruby Chroma is locked, also meaning I would have to buy every Chroma individually (only to be missing one). The value proposition here is far too low.

So two main points here:

1. Why is it I'm locked out of Chromas for a skin I own anyway? the shop should be smarter than that.
2. Is it an oversight that chroma bundles aren't available for returning legacy skins? Because in this case, I'm buying nothing.
