Why can Riot's skins team look at our concepts but narrative cannot?

I keep hearing that lore team can't read anybody's ideas because it might have an influence on their own creations but the skins team is constantly doing things inspired by the community. Is this a certain legal issue where written work has a greater risk of being called out for being plagiarized than visually artistic work?

If they saw a concept they really liked they'd probably ask the creator about it first - and they'd probably commemorate their creation in some way, such as easter eggs and such. On the slightly unlikely side they'd probably give them the champ/skin for free or other compensation.
