As this forum's official Black Rose representative, I can tell you they're all important people with significant influence in their respective societies.
They are either busy as hell practicing their magical arts or sorting out the political situations in whatever land they rule. Or weaving vast spy networks and messing with other states from behind the scenes.
Just some examples:
runs the largest empire in the world AND it's army.
runs the Black Rose itself, is also a noblewoman of significant wealth which also needs managing.
furthers the art of blood magic and also has some political position.
has an entire cult to run and countless victims to harvest.
