Is Azir evil?
I have yet to read Taliyah's lore but on every "TL;DR" they make from it, it is implied that Azir is slaving Shuriman people, and that he is malevolent.
I've always thougth of Azir as a benevolent champion.

I doubt it. Those merchants are clearly not well informed if they are like "oh yeah some sort of bird god or whatever appeared and is now claiming that place".
It's likely based around what people are talking about,I mean shurima had a long history about slavery before its downfall,so if an old emporer returns and now tries to make himself the boss,the people will surely assume that azir is trying to enslave them all.
Though I could imagine azir using some more extreme methods if necessary,even if he just wants the best for his people.

He's not what I'd call benevolent, but I'd hesitate to call him evil as well. He's more or less very misguided.
People seem, like GreenLore said, really misinformed about what's going on in Shurima in general. If all of a sudden a giant disc just lit up and a magic bird man popped up and started hollering about how he's the emperor, I'd imagine people would be kinda...confused. It's probably just a rumor.
That said, that IS a direction they could take Azir. He might decide the whole "freeing the slaves" thing was a bad idea after the slave he trusted most blew him and his entire family/kingdom up. Still, that would be very short-sighted of him, and I hope they don't take that path.
I always viewed Azir is a good man who wanted to bring strength back to Shurima and it's denizens. Why are Shuriman's serving Noxus? And Shurimans serving Noxus is worse...
It depends on how you see it, some think Swain is evil some don't but Azir is a bit hard to consider him evil, he just supports only his own faction
He was a dictator, but a kind one according to his lore. He'd want the best for Shurima and it's people.
Haven't read that story, but something tells me there's a mistake in it. And I don't mean lore wise, I mean in terms of understanding.
Azir just got back and probably hasn't adjusted yet to the way the world works. I wouldn't be surprised if he went around conquering in the name of Shurima because that's what you did back then.
Someone will need to tutor him in the changes of the world.
