Uhm the thing is: She is dead,she was likely killed by void creatures(as Nasus said,she was kiled by monsters on the day icathias doom),Nasus buried her and Sivir got her weapon from her tomb.

When: For a period of three hundred years minimum up until a large scale conflict between Shurima and Icathia, where she was killed.

I wonder if Rito would ever do a character from history or the future, like Setaka is dead "now" but could still be a playable character maybe

Yeah, I've actually thought about the concept of a dead-for-good champion (unlike, say, Karthus or Gangplank)- It's a really interesting thing to explore in a game where "all" champions are presumbly "alive" (at least within the more "recent" years told in the story of Runeterra), and could be made viable if such a champion had enough big influence and/or story in their life-time.

I feel like, if such an idea would ever be explored, Setaka could be a great candidate for it, from what it sounds.
