I'm pretty sure it was just a special case because 1. Swain had gone six years without a skin and 2. Dragon Master had literal years of hype behind it.
Well, I don't think we'll ever see a "skin soon after update" combo again for a while. The main reason it happened with Swain is because of Dragon Master. Between Morello's old unfulfilled promise, the community's demand for the skin & the fact that Swain already went years without a skin, the Dragon Master meme has been built up for years. It was strong enough to convince either the skins team, champ update team or both that they need to make this skin.
I don't see this happening with Akali. Akali players aren't starving for skins like Swain players were. Her last skin was late 2016 (the Sashimi one). There is not one Akali skin concept with the level of demand that even come close to that of Dragon Master Swain or Baker Pantheon. Sure, there's a lot of requested Akali skin concepts with good art, but none of them are on a Community Meme level. What I'm saying is: there likely won't be any drive among the teams involved to push out a skin along side (or soon after) the Akali update. They'll likely focus on updating her & the skin will come a while after the update.
Plus, even if they do make a skin to come out with her update....I don't think they would choose a Heartseeker skin. Because the update will likely be out something around Mid-Late Summer.
The thing is that we usually get the heartseeker/sweetheart skins only for valentines day. And given Riots production schedule I'd say that Akalis VGU is likely coming out around may...

This art is so old now yet I would still buy this skin for her. Make it so Riot.
