Nah, economic overproduction of wheat leads to too much excess supply. So, they made a shit ton of cupcakes based off of survey info believing people would buy them all. Turns out Piltover's denizens love cupcakes, but there were just too many. So, they decided they'd make traps to catch Yordles because as nice as Piltover is, the entertainment status of the city is lacking. So, with the capturing of more yordles, a bigger, better circus can be introduced with many different yordles as an attraction.

Yordles love cupcakes.
