And what makes him important enough to be a character in the game? What does he do in Shurima? Who is he?

My guess is that he is what happens when you throw an animal into the ascension process.
Acension pretty much gives you whatever version of godly power you have in mind. In the Shuriman culture most gods were humanoid animals, so Nasus, Renekton and Azir turned out like that. Aurelion Sol even says it "You guys surely know how to pick an animal totem". Xerath pretty much wanted "power" and halted the transformation process before he was turned into something material.
But... what happens if you put an armadillo into that? An animal with no higher consciouness. If the process would try to determine what this animal considers "godly" it would probably turn out like rammus now: Super strudy to the point of being almost unbreakable and a presence so strong the ground trembles when it walks by (because this is how it appears to small animals when a big predator passes by).
Any kind of sentience he gained was probably a side effect, not sure how developed that actually is.
Btw, he's not the only weirdly ascended.

With no one having a clue how ascension actually works because it was buried in religious mumbo-jumbo, the people probably tired to revive him with that, but instead turned the mummy into an individual and sentinent being...
Ramus is O.K.
Rammus is an armadillo that walks upright and can only say OK.
He currently has almost no lore whatsoever other than that he has no lore.
Rammus is just Rammus
Atleast until Riot gets around to giving him some kind of lore.
