Braum has a Russian accent, yet no one else from his area has an accent - at all. Not Ashe, Sejuani, Tryndamere, not even Volibear. Not even the ancient creatures like Lissandra or Anivia have the same accents, and now not even Ornn. What gives with this? How can Braum have a English/Russian accent in a region that doesn't share any of his dialect?

Well, a lot of the Freljordian champions were designed a while ago. At least before the comprehensive world updates started coming around. I would expect more of this as older champions get updated, and new ones come out.
I mean, Riot took the effort to establish rules for Ancient Freljordian from Old Norse, so they clearly have some idea of how the cultures work now.
For the same reason Viktor has a Russian accent while Ekko is American. Riot just picks voice actors without really caring about linguistics. Their world isn't exactly consistent.
