Also, im pretty sure the lowest price for a skin is 750rp so on the pbe any skin that gets added is priced at that default number then is moved up later. (Though sometimes I have seen some at 1rp.)
Sukishoo3 votesNot really. Riot changed the PBE some time ago to where Skins will be added at their launch price, with the IP set to 1 so that it can be unlocked and tested with ease.
So it's most likely meant to be a 750 skin, unless their pricing was wrong on it which happens from time to time but not often.
Also with the Ultimate Lux skin leaked https://i.gyazo.com/9dc16d47c2422fa85ba32711efe6479d.jpg I don't think there will be many higher tier skins about at the time.
