OK, is there any context as to whether or not the Gold Chromas/emotes will return?

So I'm super ashamed of myself for giving in and buying the bundle for the loading borders, chromas and even the wards/icons (I'm a collector & I don't like missing out on this kind of stuff! Another rant on that coming soon most likely!) but the one thing that I couldn't complete is the gold chromas and even the emotes, which normally I don't care about.

But I want to know is there some way they will be making a return in the future? Here's the thing: I absolutely despise having to buy things because "oh they're only here for a limited time and you have to buy them now." I hate it. It's a cheap marketing tactic to almost effectively force you into buying it, especially something that you'd really want to own.

As I said, I'm a collector: I like to grab these items because they're neat. I'll even make a special case for the emotes since I actually like them this time around. But I don't want this to be a thing like SMITE where it's only available for these limited time and then it's just gone and you can't grab it anymore. FFS, it doesn't make any sense to me to limit what you can sell for a time period. Why get huge burst of money for one time, when you can possibly continually make around the same amount in yearly bursts? Wouldn't that make more sense and please people more?

Maybe it's just me and my sense of wanting more availability of being a consumer, but I'd really like to know if I could somehow grab these in the future if I can.

Edit: So apparently I discovered you can use gems to unlock the chromas. Kinda wish Riot was a bit more clear on these kinds of details.
