Why Can Veigar and Kennen Use Magic But Other Yordles Can't?

It just says "Instead of returning to his people and Bandle City, he sought tutelage from dark wizards across the land. Are yordles born with magic? I mean Kennen uses magic too right? The whole lightning power kit he has? It says he was extremely quick and used lightning manipulation ever since he was a baby, so why don't other yordles use magic?

EDIT: I am aware Lulu also uses magic, but like veigar it doesn't state anything in her lore which gives her magic or if Pix gave her magical powers. I can only speculate that she was born with it and Pix trainer her to use her powers.

Well, technically Techmaturgy is a kind of magic, so Heimerdinger Tristana Rumble Ziggs and Corki are using magic.

And the Poppy Hammer must be magical as well.

Not every human can use magic, so using magic is not necessarily for yordles neither.

I can't think of a single yordle thats AD so they are all magic. Its not limted to Veigar and Kennen

I think that it was stated in Poppy's lore that all yordles have some degree of (somewhat-chaotic but fun) natural magic, in a lot of cases, I assume, it's less visible- Perhaps it just makes some much more energetic, some have an incredible sense of Techmaturgy (which involves some kind of magic, I'm pretty sure) and some have the ability to actually manipulate the universe's dark essence.

Gnar s transformation is probably magical as well.

Anyway poppys lore talks about yordles having innate magic,but I guess that this magic only manifests under certain circumstances,like veigars imprisonment,lulu being in the glade,gnars family being attacked(kennen would simply be a prodigy)

Other yordles learned to rely on tools since their magical powers never awakened.

You assume that because they can use magic that they can use big impressive magic when it could be very small scale magic or it could manifest itself in specific circumstances or certain things.

Ahh Magic...something that Valoran could go a little deeper on in general. Like if it's taught or if it's innate.

Becuase you know, Syndra was basically born with magical power, but was Lux ? Was Ryze ? Was Swain ? Was Leblanc ? How much of magic is innate and how much of it is learned?!

IT REALLY BOTHERS ME.
