Malzahar, Trundle, Evelynn, kogmaw, Jarvan, Veigar, Heimerdinger, Zyra, Rumble, Viktor, Shen, Cassiopeia, Swain, Urgot, and Yorick all haven't received skins or have had any skins added to the PBE (I added this part because Karthus would be on the list if it wasn't) since 2014 and Malzahars, Jarvans, Zyras, and Shens were legacy skins. Jhin has only been released for 9 months and doesn't need a skin right away. I'm sure you can wait.
