They have in an ask riot blog. Things such as new voice over, animations, specific movemonts , etc would need to be done. Plus they felt it would confuse players too much.

They did... in season 1 when HoN was a thing (and they had skins like that): They said that they wont do such skins because those skins could confuse players.

...But things have changed since season 1.

They would require a new VO which would put them into the legendary tier, but wouldnt change enough to make up for the price. Also as ebonmaw said, could be confusing.

I think it just kills the character. For example. Twisted Fate. A smooth talking card shark cowboy. It just doesnt fit a female character.

He is a nod to the gambler. a character in a movie.

Its like trying to say "we should have a female mundo" No. Mundo is a reference to Dr. Jeckle and Mr. Hyde.

Mundo is not a Jeckyll/Hyde reference. And Twisted Fate isnt a reference to anyone. He's just a stereotypical gambler whos appeared in hundreds of different games with slightly different personalities.

If you read Mundos lore (at least.... his old lore) he was a reference to Jeckyll and hyde

His old lore was that he killed his own parents as a child and experimented on himself. He was never as far as I know anything like Jeckyll and Hyde.

His old lore seemed to imply a lot that his visual appearance was not a constant. Big, beefy and dumb are more side effects of his current dosages. He was implied to be intelligent in his base state, despite his tendency to be a psychopath.

In that regards, Jeckyll and Hyde.

So I think the core thing is not necessarily what he is, but how they'll rewrite or even embellish that in his future designs. Gnar heavily reflects the Jeckyll and Hyde design (though more Hulk), so they would do good to distance him from that.

EDIT: Though "Mundo go where he pleases" would be a good focus going forward I think. A psychopath scientist who doesn't care for boundaries.

Mundo isnt even human anymore. He's been changed to some kind of mutant. I feel like your knowledge is outdated by literal years.

So why is it then ok to have a female batman/van-helsing reference in the game Vayne ?Or Kayle & Morgana who are based on michael and lucifer?

You have to keep in mind that riot generally wants their characters to be their own.They might make characters that are references to characters from other media,but that doesn't mean they have to be exact replicas of these characters.

A skin that makes a character into a different sex could confuse the player in gameplay given the character silhouette/general-shape they have to immediately identify on the spot basically doubles (or the multiplier should at least be 1.5). This can be fine with the more well-rounded build champs (and champs with no easily visible of or straight up no sex, or champs that opposes stereotypes of their sex such as Illaoi), but those with more exaggerated builds like the overly masculine or overly feminine for instance will definitely run into this kind of problem.

The skin development also goes into issues, because to avoid the problem above the most obvious solution is to have an alternative base skin so they are easier to identify, and better yet, have the gender-swapped skin with similar build as the original, which let's be honest, does seem kinda pointless because it's gonna either be a overpriced skin that barely does anything or a highly cheap skin not worth the effort to even develop.
