Has Riot ever actually addressed rule 63 skins?

They have in an ask riot blog. Things such as new voice over, animations, specific movemonts , etc would need to be done. Plus they felt it would confuse players too much.
Nah, let's leave the genderbending to the fan content.
If they release a genderbend skin and it isn't a female Taric, I will throw a fit.

They did... in season 1 when HoN was a thing (and they had skins like that): They said that they wont do such skins because those skins could confuse players.
...But things have changed since season 1.
A skin that makes a character into a different sex could confuse the player in gameplay given the character silhouette/general-shape they have to immediately identify on the spot basically doubles (or the multiplier should at least be 1.5). This can be fine with the more well-rounded build champs (and champs with no easily visible of or straight up no sex, or champs that opposes stereotypes of their sex such as Illaoi), but those with more exaggerated builds like the overly masculine or overly feminine for instance will definitely run into this kind of problem.
The skin development also goes into issues, because to avoid the problem above the most obvious solution is to have an alternative base skin so they are easier to identify, and better yet, have the gender-swapped skin with similar build as the original, which let's be honest, does seem kinda pointless because it's gonna either be a overpriced skin that barely does anything or a highly cheap skin not worth the effort to even develop.
They would require a new VO which would put them into the legendary tier, but wouldnt change enough to make up for the price. Also as ebonmaw said, could be confusing.
I think it just kills the character. For example. Twisted Fate. A smooth talking card shark cowboy. It just doesnt fit a female character.
