It's not conducive to secrecy, moving inconspicuously, or hell, even operating as the leader of a clandestine secret society. Does all of Noxus, upon seeing her signature showgirl headdress, just turn the other way? Is the Black Rose the biggest and most obvious secret in Noxus because LeBlanc has no sense of discretion?

I heard this theory a while ago and it's growing on me.
With the Black Rose being a group of self-centred immortals used to living like gods it makes some sense that hedonism/seduction is a recurring theme in all three known Black Rose champions. While with LeBlanc I would prefer if they bring the theme of cunning, subterfuge and power to the forefront I can completely understand them giving her a sensual side because why live forever if it's not as enjoyable as it can be?
It's probably because Riot decided to use her current design even though it's VASTLY outdated and just plain bad character design. Probably because character recognizability.
I was pretty disappointed to see that they didn't try and make a newer design for her. She needs one pretty badly.
