Why does the new Harrowing story feel like a Bilgewater recycle?

Personally, I quite enjoyed the Bilgewater event. GP updates, fantastic lore, the area was truly the centerpoint of all things League for that time. However, I have to say I'm disappointed to find out that Riot decided to go back to that spot for this year's Harrowing story. To put it bluntly: Bilgewater had its moment, now move on.

Though I think I can understand the geographical position that makes the town such a hotspot for the spooky spooky Black Mist, I wish the damn cloud had gone elsewhere for this time. Shurima, Ionia, hell, give me Bandle City for all its worth, but after checking out the Harrowing page, all I could think of at the first moment was "What, Bilgewater again?"

Anyone feel the same way? :(

It's to continue the story. People asked for something lasting to happen form the events, to make it so that lore entries weren't just "here's some info, now we will completely ignore it"

Because the story wasn't finished...

We knew since last year that the Black Mist always comes to strike Bilgewater. They also foreshadowed that with the events of the Burning Tides that Bilgewater would be destroyed without a savior. This is call continuation. Its what many people asked for following the Freljord and Shurima events...

I think it's to show that Riot can build on events. That events aren't just one-offs, separate and unimpactful.

Same setting doesn't mean story. It's like saying the Avengers and The Godfather, Breakfast at Tiffany's, Taxi Driver and Marvel's The Avengers are re hashes of each other because they all took place in New York City.

They are just riding the coattails of what worked not long ago, sadly, by stapling the shadow isles onto it to appease people for the Harrowing, since they said there would be no more Harrowing or Snowdown Showdown events ever again (no really, they said that).

Because liked events are just too much for some people. -_-
