Garen is a soldier.
Point blank.
He is one hell of a good soldier, mind you. So great, that he is recognized as a poster child in the military, but he's not "legendary" or "chosen one" status.
Poppy is a hero, Garen is Justice. Not the same thing. Justice is delivered after an incident, a hero stops it before justice is required.
