Journalists from every faction could have just written news about factions and champions without the Institute of war or summoners in mind. Even if some champions are legends and are very unlikely to be seen by commoners, there are a lot of champions who are political figures and criminal figures. And for the mythical champions there could be sightings, survivors, or other champions who could talk about them. Just a thought.
That... still doesn't solve the main point, which was that not very many people were reading it.
Look man. Its always easier to retcon something from existance than trying to make it work somehow. Narrative is lazy, so they took the easy way out. They wont care how many ppl will talk about how they want the old lore back before retcon and JOJ back. THey will just keep ignoring us and say "You dont know anything, the new lore is better you just dont understand that".

Well, the Journal of Justice worked because they wanted it to look like a conspiracy theory.
Think about it. you get news articles of what is politically going on. The Prince made a first strike when it was unlike him. For some reason, you can see LeBlanc's face in Swain's breastplate as J4's reflection. It was meant for an espionage feel.
It won't workout the same way. And if they did do the JoJ, that's nice and all, but to be honest, it won't give us the lore of individual champions. Just overall Country interactions that may wrap us up in mystery again as opposed to fleshing out individuals.
It works, but it may not pan out like you're thinking.
