Actually... is a good question.

Maybe the Dark Ice has the power of the Watchers or Lissandra is the only one that can create and control Dark Ice.... idk

Maybe they can control it, but it's also a fungus that spreads on it's own. You know, corrupts things and brings them under lissandra's influence. That could make sense.

What I want to know is if you could use true ice to create an 'Ice9' type effect.

Use a true ice seed crystal to convert any water it contacts into more true ice.

Dark Ice I believe is just corrupted True Ice. So it has all the properties of True Ice, just a bit more edgy and probably makes you want to cry.

I think (Notice I THINK, don't know) Anivia is essentially made of True Ice and thats why in her legendary skin she becomes dark ice. That skin is basically an alternate timeline where Anivia becomes corrupted and is at the will of the Watchers.

There's only one Cryophoenix and that's Anivia. Anivia is intrinsically tied to the land of the Frejlord and Blackfrost furthers that point. Blackfrost is Anivia being corrupted as The Watchers corrupt the land in which she is a part of.

It isn't a canon skin, as in it hasn't happened or wont necessarily happen.

But now that I think of it.. She might see herself as an ally of the Watchers, not someone like Lissandra, who betrayed everyone she knew and loved to become their Prophet (?). But then again, what are the odds that Lissandra just wants to use the Watchers to conquer the world and then stab them in the back just like she did with her tribe?

It is also possible that while the dark ice corrupted anivias personality(now being evil and all),it doesn't mean that anivia is now bound to Lissandra or the watchers.

Yeah I think if Anivia has allegiance it is always first and foremost to the land of the Frejlord. Since the land is corrupted by dark ice due to the watchers her allegiance then shifts to the watchers. Liss is a puppet of the watchers (as far as we know), but like you said she could have been planning on back stabbing them to consume all their power or at least make herself the most powerful ice-being there is.
