Well, I think it's too early to declare Gangplank dead and done. When a story paints someone's death as that certain, yet doesn't present the body, there's a good chance they're actually alive. Especially if they're a vicious bastard like Gangplank who can come back to inconvenience everyone for future drama (good guys have a harder time pulling the same stunt).

If we dont see any body, he aint dead.

So Sivir died, but not really.

Gangplank died, but not really.

Teemo died, but not.....awwwwe man!

Anyways, them disabling Gangplank in-game can be explained by the fact that he needed fixes to his kit. His ulti upgrades have a bug where you cant buy them from the shop, even if you have 500 silver serpents. So yeah, a nice way of making the fans doubt everything, while they go ahead and fix his kit problems.
