I think it would be awesome if riot once a year had a contest where players can submit a full champion design with a kit of skills and the winners design gets put into the game, like those Doodle 4 Google competitions but for league of legend champions.
Given what we know of champion design on LoL, it just wouldn't be practical.
Even if they held the contest, no promises could be made on actually releasing the winner as a champion on live servers. At most they would be able to pledge to put the winning design through their design pipeline and maybe release a most likely revised version of the initial pitch.
They actually did something where players could make their own champion that would be put into the game before.
They had this thing where if you recommended the game to enough people, you could design your own champion and they would make it.
However even though one person did manage to reach the goal and a champion was designed, Riot never got around to making it.
It's kinda said that they never followed through with their promise though.
