Step one: Buy the skin
Step two: Go into Champ Select, equip the skin, lower skin tab.
Step three: Alt-Tab during loading screen until game starts.
Congrats. You can now enjoy the excellent skin you bought, without having to deal with the agony of a slightly disappointing splash art. Seriously, if a skin is great, a splash art means nothing when buying it. Just buy the skin, and enjoy it in game.

The splash, for a lot of people, is the reason people buy the skin; it helps them get immersed into the alternate fantasy the skin is supposed to provide. A bad splash can ruin that fantasy and leave the purchaser dissatisfied.
Often times I wonder how stuff like this gets past the phase where the team takes a critical look at their work; and honestly it reminds me a lot of the Fiora VU and how the players reacted to the original concept that was dropped on the PBE... I thought the player-base was actually going to follow through on their threats to start a riot...
what about the tundra hunter TU? loved the splash and the skin was alright.... then caramel sundae ww.....
