I know that some of his skins received a splash update but I mean c'mon Riot give this guy some love, or atleast update the visuals on his legendary skin as many people have been requesting this for quite some time now...

You realize you're setting yourself up to all the mains of Champions who haven't had a skin in a longer period to boycott your thread?
Honestly I'd rather have Bloodlord re-released or a VGU than a new skin right now. Riot themselves have said:
His rig is very dated and hard to work with, hence new skins will look silly.
They want to VGU him one day.
So best you can do is wait and hope they at least give him good lore for Noxus update.
