I just wanted some insight on why after such a grand event that shook up Gangplank, Miss Fortune, and all of Bilgewater, that the Captain Fortune skin wasn't made Miss Fortune's default skin since that is now where she stands in the lore?

During the Bilgewater event, Riot released the Gangplank update which ended up including what is functionally a Traditional skin.
Having another free skin given during the same event may have been ill-advised, so they released Captain Fortune as a regular skin.

Because they are canon as Pre Void Kassadin, aka: Those skins are from their past.

Did you read any of the Bildgewater Event and the Harrowing? She is very much still a Captain (THE Captain, as it happens). In fact it's her primary role now. With GP and his supporters out of the picture, she has tried to move in to take his place.

"Captain" here is not intended to be Captain of a ship, but rather a sort of political figure that rules Bilgewater. Gangplank was the last true Captain, MF overthrow him but did not and could not take his place. In fact, now Bilgewater is still on a civil war.
She might take his place, sooner or later, but that is yet to be seen.

If Captain Miss Fortune is the most current version of the character and because of that you think the skin should be free, then Captain Gangplank should not have been given for free as he is not the most current version of the character.
TzQGRUST393 votesPeople didn't want the Captain MF skin for free, people wanted them to make it the default as it is her most current iteration of MF and give the old MF skin for free.
Captain GP ---> Captain GP is blown up ----> Becomes default skin GP, everyone is given the OG Captain GP for free and default skin GP becomes default skin.
Default MF ---> Blows up Captain GP ---> Becomes Captain MF, but Captain MF does not become default and instead Captain MF is put up for sale.
While I understand why they didn't do it, the logic is very very clear on why people might have been upset that they passed up this opportunity.
ChaoticPinecone1 votesFrom a lore standpoint, Default MF never became Captain MF. Captain MF was captain of Syren, the ship she used to blow up GP's ship. Then Bilgewater goes into turmoil and she no longer stays Captain. She goes back to bounty hunting, hunting down GP's men alone which is her Default Skin.
At the Harrowing, her old first shipmate even stops calling her Captain as he did when GP was alive.
From the Burning Tides: “Is everything in place, Rafen?” she asked. After all these years, he was still taken aback at how he could never surprise her.“Yes, Captain,” he said."
From Harrowing: “Look, I get it, Sarah. We won Bilgewater and you need to fight to hold onto it, to show everyone you’re better than Gangplank. Well, you’ve done that..."
Placentas1 votesWell in the Harrowing quote he is trying to appeal to the real MF, aka Sarah. Miss Fortune is a front Sarah puts on because she has been wounded by the world. I think Raff calling her Sarah is him trying to pass the MF disguise and say "Hey I know, the real you, you did well, call it a day, don't let MF consume you and kill you"
I also get this from the beginning of MF's lore where she is partying it up one sec and a cold blooded person as soon as she leaves. MF knows how to hide the Sarah in herself from others and herself; and she knows how to do it well.

In the case she were to become a captain, that would be her attitude and general outfit then.
Anu3isII1 votesI don't know where I read of it, but as i understood, she uses her Captain outfit only when she is with friends or when she has to meet somebody important (as you said, for more serious, important business).
Anyway, I find her Captain version a bit weird, and a bit uncomfortable in battle, so I wouldn't be surprised if she uses her "classic" outfit only to be agile in random brawls, both in Bilgewater and League.

ModAcademy Kayn1 votesBecause, unlike GP, who got a full blown VGU, MF was mainly just her model, which was fine as it is. They saw an opportunity with GP, since his model before was iffy, to do it with a Skin, but MF didn't need a full blown VG.

If so, it would have been too much work. Captain fortune being her new vanilla skin would have made more thematic sense, certainly, but Captain Fortune is very different from Call Girl Fortune, which would have meant she would need a similar level of work as Captain GP (calling in the VA for separate lines), and all of her skins are built around Call Girl Fortune to begin with. Having them with the serious Captain Fortune VO would probably be considered too jarring.
In other words, thematic consistency took a back seat to logistics.
