But considering the sheer number of people that want the skin and urgot's vgu, I think it will sell really well, satisfying both the community's request and riot's financial requirements... To sum up the US situation very VERY briefly: Donald didn't actually get popular vote (by a rather significant margin...), but he got electoral college votes, which overrides public vote. To say he's "controversial" is to put it vastly lightly...
UK situation in a very crude oversimplification: It was like a 51.9% Leave vs. 48.1% Stay, and most of the Leave voters were ill-informed. It wasn't necessarily "memes" that got them to vote "Leave", but just poor public information. It still remains extremely controversial to this day.
Both of those are really interesting to read into, but let's not derail too hard. They weren't really the same or similar as SG Urgot, which is purely memetic and a joke that gets taken way too seriously.

While I agree with you to some extent, I do think a lot of people do actually want him...I think there is a custom sg urgot skin made as well before his rework.
Urgot deserves a new skin, yeah, but he so doesn't fit the SG universe. The only feasible way to fit him in would be if he were part of a rival lineup that was the supervillains. Even then, they'd have to style him up a good deal.

Also even though it's been said I'll just repeat it, there are not a lot of people who want a Star Guardian Urgot skin. There's not a lot of people who want any Urgot skin. He was unpopular before and I don't think he's going to be all that popular now. The joke behind the old Star Guardian Urgod is that he was vomit-inducingly ugly. It was one of his most memorable characteristics. The Skin proposal added to that by putting him in a bikini and mini-skit.
Honestly, I don't see the skin selling very well. Even post-rework Urgod isn't that popular. And a skin that spawned from a joke is asking for disappointment.

I like the idea of it being released as a Halloween skin for him.
