Our product owner, I Am Carlos, made a post on PBE when these skins were announced (~10 months ago). The TL;DR is that these skins didn't hit the quality bar for us, so we, as a team, decided not to release them.
As it currently stands, there are no plans to release these skins with or without additional changes.
Riot thought they looked too shitty, so they got cancelled.
Because they didn't meet the skin quality bar. The skin theme also didn't fit the champs they picked for it (electricity and tears coming from stuffies was more than strange). So, the amount of changes they'd need to make in order to make the skin theme work wasn't worth and thus they scrapped it.
They could have easily released them as 750 rp skins tbh. I don't get why they just threw them away.
