Cassiopeia is decidedly missing from Urgot's special interactions, despite being the sister to Katarina. I propose a simple thing - have his taunt for Katarina, "I hope your father begged when Swain betrayed him," also apply if he's taunting Cassiopeia. After all, they are sisters, so the taunt applies either way. It's at least something for her. She is probably one of the few Noxians he could relate to, considering their deformities

It's simple. Urgot has a thing for uncommon leg replacements. Look at his quotes for Camille.
He obviously thinks that Cassiopeia is so hot, he isn't able to say a single thing.

I agree that this is a missed opportunity. But it's not by accident, and some people in the thread have already figured out why.
Basically, no guarantees, but I think Katarina's future stories will have a lot more to do with her father and House Du Couteau. Cassiopeia is currently estranged, skulking about in the alleyways of Noxus (last we saw in "The Shedding of Skin"). Though she relishes her new power, she's not quite the daughter who left... and so she can't simply return home. She needs to find a new place.
tldr, though they're sisters, they're considerably different and have different "buttons" for Urgot to push.
I do hope Cass and Urgot meet in the future though, as you point out there's a lot they have in common. Like a thing for legs. (Cass's thing, not having any.)

Wouldn't the same thing apply to Talon then? He considered him his own father as well I think. Or at least a father figure.
Cassiopeia isn't tied to the Du Couteau house as much and is pretty irrelevant in the Noxus lore.
Maybe Urgot doesn't even know Cassio? Since her lore brings her to Shurima and stuff.
