The original goal was for it to be largely a visual update. However, since the kit rework he also needs would require art resources for new particles and stuff, they're doing both at once to save some time on art.

So, to answer your question, this will be a full Visual & Gameplay Update. Not Sion/Poppy level, but fairly large.
