Skin Shard duplicates should be redeemable as chromas.

If you own a skin that has chromas, and you get a duplicate skin shard for it, you should be allowed to redeem the skin shard for a chroma of your choice. It'd be a good filler type thing for the hextech chests. Does this sound like a good idea?
