Now that the institute of war is done away with, I am wondering what is happening with rune magic in Runaterra? Do each nation basically hold the threat of a nuclear magical bomb over each other's head? Does rune magic even exist? If so, is there a chance that we might meet a character of a champion that wields the untold power of this forbidden and dangerous art? It seemed as though rune magic was the single most powerful form of arcane power in the world, and with the summoners gone... what exactly has happened to it?

By trying to remove plot-holes by getting rid of the League of Legends, they have actually just created countless others.

And they don't care.

I understand the pessimism since I often share it, however this doesn't really cover the core of my question; wouldn't it be fantastic to finally this dreaded form of magic in-game? Since there was no way to introduce it before due to the institute they have established solid grounds on which rune magic could finally be exploited.
