I think she's the leader because she started the Black Rose. She also seems like she's got the big picture plans worked out (Vladimir and Elise have their own things going on, and Swain is pretty new on the scene). She's also tremendously powerful, obviously.

The special thing about LeBlanc is that she is not one person. LeBlanc is a title, and there where many LeBlancs before Emilia. And those persons have to be very impressive to get respect
As someone stated before "LeBlanc" is a title. Only the best among the Black Rose can hold it, so obviously every incarnation must be the most cunning and talented of her generation.
