Is Nocturne gonna get a different lore now?
Its just that his lore has him summoned and chained by Summoners, who are now non-canon.

The short answer is "Yes."
The longer answer is "Yes, eventually but not Soon™"
Narrative may be hard at work revising lores due to the big retcon, but there's no real impetus from Riot on releasing any new bios.
Jaredan claimed that it was due to technical issues with the website, but that reasoning was given months ago. Assuming Riot's people are among the best in the industry, a workable solution should have been reached by now.
(Not that we know since Narrative have begun treating us like lepers and pariahs once again, unworthy of their attention like the peons we are.)
There are also priorities Riot has for Creative: New champions and reworks, events (Shurima), and other marketing tools (cinematics, comics) are all given priority over revising bios. The retcon, the thing most of the lore fans care about, isn't what Riot cares about. They want you go get the new champion or enjoy the reworks, not spend time digesting and discussing their backstory.
They'll probably make him into some sort of generic shadow isles monster.

Yes he will. In my opinion I really wish his new lore makes him a being made of eternal shadows, the same shadows that corrupted Zed. And that anyone who gets corrupted by the shadows is now a servant of Nocturne.
he will get one soon or later, but I hope they don't tie him with the shadow Isles, is more, Noc can serve as oportunity to created antoher faction/dimension, since he is from the realms of dreams and he is a nightmare, the next champ related to that place could be his opposite, a wonderful dream, and while his lore says that he could be the nightmare of someone, the dream-champ could be the dream of the same person, make them something like siblings.
