Why doesn't he use his ultimate to bring the villagers away? Is such power not meant to be wasted on saving mortals? Or is the range perhaps so weak that it wouldn't help them at all? I want answers Rito.

Short range?

Likely the short range thing. Also after his battle with Yago he was out of mana,so he likely didn't have enough power to transport that many people.

Combined with the issue of more bodies to teleport = more magical energy required.
