About the Ryze story “An Old Friend” after the Bio...[Spoilers]

Why doesn't he use his ultimate to bring the villagers away? Is such power not meant to be wasted on saving mortals? Or is the range perhaps so weak that it wouldn't help them at all? I want answers Rito.
