Is the tar that made Nautilus related to the Shadow Isles?

Reading his lore, I realized the tar sounded a lot like a liquid version of the Black Mist. So is Nautilus technically a Shadow Isle champ?

he has fought against the harrowing. but while he's not Shadow isle champ it might be the source of his power.
