If there is a bandle city update we should ask ourselves weather to include Yordles that are in other city states. Heimerdinger Ziggs and Poppy are examples of these. Should they appear on the Bandle City event or on the events of the city states in which they reside?

Riot did tease a tiny bit of a bandle city vs noxus event. In the same announcement they teased burning tides so we may see it.
