Can Riot Make Lore For Items?

I'd be cool to check out who Rabadon was, or where Draktharr is on the map, how the is related to Shurima, etc. Basically who made the item, how they made it, and the creator's bio. So in a sense, buying an item won't seem so boring. Possibly make an item with a cool lore feel powerful when you buy it.
