Urgot is under Viktor's list of related champions on his Universe page and vice versa.
It seems reasonable. Right now Urgots lore says Stanwick Piddley built his body but in the newer lore Viktor would make more sense to do that.
Unfortunately his triumph was usurped by Professor Stanwick, who stole credit for developing Blitzcrank's sentience and later used Viktor's research to revive Urgot.

He was already listed as one of Viktors friends before the universe page was up(even before the lore retcon),he is most likely aware that even though piddly rebuild him,that it was viktors research.
Though I agree that in the new lore,viktor(or even singed) would make more sense,as Piddly is a piltovian and Piltover doesn't seem to get along with Urgot that well.
