They stated that they had another animation first, but playtesters said that they don't recognise him as Blitzcrank, which would be a clarity problem.
But maybe they change it again if the majority of players agrees that this isn't an issue.

An old ass champion that has no visual rework gets a bad ass skin? Its like draping silk over a turd.
I mean, it's also a way to differentiate between his normal moving and his W. It's much more obvious the moment he uses W if he picks himself up off the ground and the "walking" animation changes to gliding, as opposed to a gliding animation just gliding faster.
Be aware that these are just the initial previews of the skin, they aren't likely going to be shipping that to live before adding a different walking animation, but hey, I don't work at riot and they might just not change it at all.
Maybe it's just confirmation bias, but I do feel Riot has stopped trying. Like, at all. 2017 saw Riot caring only about making money, not about making money AND offering quality and style.
I agree, its rather dumb that Battle Boss Blitzcrank has a much smoother animation that doesnt look like he has two invisible legs, but the two skins that should have a more floating animation still retain a walking animation for invisible legs.
And they are the same price.

I hope instead of making him hover they just add blitz's normal feet to this skin to teach these whiny ass children a lesson. Grow up.
It would certainly be a clarity issue if he didn't walk like Blitz. I for one would not appreciate the disguise.
