What Happens to Champions with Good Gameplay, But Bad Visuals, Animations, and/or VO?

Champions like come to mind. Since Riot has almost banned stand alone Visual Updates, how will these champions ever be updated when there is such a long list of champions that need a VGU?

Singed already had a minor VU. It didn't give him new animations or particles,but it did update his models.

Also Cho'gath and Rammus are both on the list for a VGU.

Rumble definitely needs an upgrade, his classic model is sooo bad, when it has the potential to be soooo cool.
