Just To Be Sure- Is Twitch a Vastayan?

And, if so, is there a rat species of Vastayan similar to the bird species of Xayah and Rakan? Twitch did NOT get a newly released lore update when the Zaun Lore Event was done, so I was wondering if there was a reason for it beyond just work load.
