He even has an animation for a laugh. I feel like when his voice was made Riot was on low budget so they gave him 6 one-liners and left the rest out.

(I think that's the joke. But I agree some animation in those commands would be nice.)
I think his VO was literally supposed to be a placeholder,but the players liked it,so they kept it.
That being said,Rammus is on the list for a VGU,but I doubt that he is very high on that list,so I wouldn't expect a VGU in the next 2 years...

He just needs to say his OK so that the other team hears it when he taunts, for a champion that makes others literally kill themselves by hitting him, the lack of a taunt is inexcusable.

Isn't his taunt an animation where he raises his arms? If I recall, all of those things are very small animations on Rammus and for him to be different like that is okay.
He could use a little more visibility to what he does do, but otherwise that silence is great definition of personality and character flavor.
ON THE OTHER HAND: An epic skin where he goes on a lengthy monologue after using his joke 5 times would be terrific.

As far as I know this is only the case for the english VO, in every other language he actually has lines for his /emotes. For example I play lol in german and here Rammus joke is:“Hey, hat hier jemand seine Stacheln verloren?“ which roughly translates to “Hey, has someone lost his spikes?“, his taunt is:“Wie wärs mit einer Rückenmassage?“ which means like “How about a back massage?“. And he has an actual laugh too!
