Who is Draktharr?

Now that there is an item named "Duskblade of Draktharr" on PBE, I would like to know if that name is a reference to something like a popular game (item 3142 is a reference to Touhou for example) or if it is a character inside LoL's universe.

To be honest, item's lore is really lacking on the game. For example, who is Rabadon? Who is Randuin?

they are Rioters typically, I'm not sure about all items, but Runaan and Guinsoo's are a few examples. For champs i believe Ryze and Tryndamere are the creators of our Rito games

Draktharr was that one guy who bullied Vlad in grade school.

Now that Vlad's famous, he's back for revenge.

By the looks of the item I guess it belongs/belonged to a noxian.

Overall I think it would be cool if the persons who are mentioned in the items actually appeared as more important npcs. You know a bit like Rafen,Miss fortunes right hand man.

Or if they are some really meaningful figures of the past.

I may be mistaken but Rabadon and Randuin are Rioters. I think Riot names most of its items after the people who come up with them.

Isn't Draktharr the name of an Orc from Warcraft?
